We continue our week long series, The Legacy of American Empire, with a look at Puerto Rico. As an outcome of the Spanish American war of 1898, Spain ceded Puerto Rico to the United States. It is a self-governing, unincorporated territory of the United States. Christina Burnett, Professor of Law at Columbia University, explains what that means. She co-edited the book Foreign in a Domestic Sense: Puerto Rico, American Expansion and the Constitution. Christina was raised in Puerto Rico.
