The effort to delegitimize cluster munitions took another step forward today in Oslo Norway.

One hundred countries singed a treaty Banning Cluster bombs. Lora Lumpe is head of the U.S. Campaign to Ban Cluster Bombs and she is in Norway to witness the signing.

International efforts to ban or restrict the use of weapons systems are typically hard-fought incremental efforts to change the minds of people and policy makers.
