Chicago's expanding its blue cart recycling program to two new wards this month. It's part of a test program that's already in progress in the city's 19th Ward. Matt Smith is with the city's Department of Streets and Sanitation. Smith says, "What we want to do is not only find out if people will be a little more aggressive with their recycling, more enthusiastic, but also, we want to test out our operations because when you change to something to this magnitude it will affect the way other services are delivered."
Smith says by summer's end, seven wards in Chicago will have the blue cart program. The system involves residents separating their recyclable trash and their garbage. Recycling advocates say blue carts are superior to the city's current blue bag program because recyclables are never mixed with regular trash. Smith says there's no timeframe for the city to decide whether to expand the program further.
