The hallmark of Chicago's plan to fix public housing is its mixed-income communities. But social scientists say only a fraction of people who came from the old housing will make it back. That's partly because there are strict rules about things like jobs and credit checks to get in, and stay in.
Negative consequences are the norm for people who rely on public assistance. But one privately funded program is trying to motivate people with a carrot rather than a stick.
And as Chicago Public Radio's Catrin Einhorn found, some people seem to be responding.
