Chicago Mayor Richard Daley Wednesday spoke for about 45 minutes before hundreds of political and business leaders in downtown Chicago. In his annual "City of Chicago Speech," Daley discussed crime, the city's Olympic bid, education, foreclosure prevention, government reform and the economy, including layoffs of city employees. The mayor did not take questions from the crowd or reporters following the speech.
