Cambodia’s first Khmer Rouge trial starts next Tuesday. The Extraordinary Chambers of the Courts of Cambodia will hold the trial in Phnom Penh.

David Scheffer is the Director for the Center for International Human Rights at Northwestern Law School. He served as the first United States Ambassador-at-Large for War Crimes Issues during President Bill Clinton’s second term in office,  helping establish the Extraordinary Chambers in the Courts of Cambodia.

In the 1990s, the U.S. enacted legislation to collect evidence of atrocities under Pol Pot. David Scheffer explained how the tribunal got started.
