The vacancy created by Congressman Emanuel's departure means a special election will be held in his district. Illinois Governor Rod Blagojevich is responsible for calling that election.
BLAGOJEVICH: What the constitution requires is that we have to set a date for elections so you want fill that seat sooner rather than later.
Under state law, the special election has to take place within 115 days of Emanuel's formal resignation, which has not yet been submitted. Emanuel's congressional district was represented by Blagojevich before he was elected governor.
