Today we’re reflecting on the ten-year anniversary of the creation of the International Criminal Court with two scholars hosting a conference this week at DePaul University entitled the Midwest Regional Conference on International Justice: The International Criminal Court 10 Years after the Rome Conference.

You heard earlier from DePaul Professor Cherif Bassiouni and now we’ll get a historical perspective on the ICC.

David Scheffer is Professor of Law and Director of the Center for International Human Rights at Northwestern University's School of Law. He was U.S. Ambassador-at-Large to the United Nations for War Crimes Issues at the time of the Rome Conference.

And as Jerome said before, David was in Rome negotiating for the U.S. on the creation of the International Criminal Court — but the U.S. had reservations and eventually voted against it. And Jerome asked David to take us back ten years to the Rome Conference…
