To Dome or Not to Dome

A local website is looking to tap into the frustration of cold Chicagoans. The site's founder says he wants to cover Chicago with a giant dome to rid the city of its harsh winters.
Andrew Mason of ThePoint.com says he's basing the idea on a Moscow suburb reportedly set to be built under a giant cone to shield residents from the cold.
MASON: It would be plastic, or we would paint a sky on the ceiling or something, but I'm thinking it would be plastic.
...and collapsible, so Chicago summers can still be enjoyed. And winters, they'd be a lot like summers. HUDZIK: Isn't there something iconic about a Chicago winter that we'd lose?
MASON: Yes, and I'm okay with that. I mean, come on, a dome? That would be an icon. So we'd lose the winter, but we'd get this cool dome as an icon.
Mason insists he's not joking, that he's just trying to gauge support for the idea. Cold-haters can pledge money online, and they won't be asked to pay unless $10 billion is promised. Only nine billion, nine hundred and ninety-nine million - or so - dollars to go.

This sounds a local version of Mad Max's Thunderdome movie; this would be a disaster. Can anyone say, "Feds lock down chi-town dome?"
