Senate President Emil Jones used an obscure legislative maneuver to remove nearly 4 million ComEd customers from a rate roll back bill. Ameren customers could get the rate relief.

The revised plan passed,  now it makes its way back to the Illinois House for a vote, but State Senator Gary Forby ,who sponsored the original bill, isn't pleased.

FORBY: "I'm going to tell you right now. It's not fair.

A spokesman for  the utility watchdog group, Citizens Utility Board, says a  roll back for Ameren customers is a good step, but the only real solution is a rate freeze for all customers including ComEd's.

State lawmakers have until late next month to come up with a solution before they adjourn.

For Chicago Public Radio, I'm Alex Helmick.
