Illinois Governor Pat Quinn delivers his first budget address this week. A governor’s budget message is more than numbers: it’s an inventory of the priorities and plans for the year ahead. It’s a measure of how the state is doing, and, usually, a call to action. In that spirit, we set out to find people from many walks of life, and asked: How’s the State of Your State?
